This sounds like a lazy scout. The scouts need to focus more on the players skillset and if he can help your team win instead of thinking about potential and upside.
Potential and upside gets players traded along with coaches and general managers fired.

Not you know why the NBA draft is outdated and pretty useless now!!!!

You have to many these scouts who cannot evaluate basketball players!!!

They are in way over their heads because they try to predict the future of kids who are just not as complete of basketball players and don't make the evaluation of every individual player's game simple!!!

1. You have to look at the constantly good thing(s) and the guy who has more should be ranked higher.

2. If there are as many bad things with the better players (or they fall into the category of "boom/bust") they should be ranked lower than the best!!!!

3. If there are players who do a few good things, but not that many bad things they should not be dismissed. Rank some ahead of the "boom/bust" guys!!!!

4. If there are guys that just do ONE thing well and nothing else or have too many bad things in their game they should be ranked the lowest.

5. If you need to ease your evaluation process just see how every draft pick can fit in an NBA game or rotation.

In the NBA you truly are who you came out as. If your play was so overwhelming in college and you ranked really high amongst your peers while playing the game that should hold the same during the draft. If you add things to your game as a pro that's great because it still traces back to how you came out. You were one way and then you wanted to get better. No scout can write a story like that!!!
